The Kaizen Company (Kaizen), as a subcontractor to Blue Force & Blue Law, assisted the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs by launching an international community of practice called the Law Enforcement Academy Professional Community (PC). This PC ensured that participants had the tools and ongoing support they needed to leverage new knowledge gained through the International Law Enforcement Academy (ILEA) at Roswell, as well as remain connected to an international network of practitioners and professional peers that supported them after they returned to their respective countries. Kaizen encouraged and facilitated peer-to-peer interaction using online collaboration tools such as discussion groups, web-seminars, chat, etc. Extending the community to international experts, partner organizations, and stakeholders provided additional support. These mechanisms provided a powerful means to reinforce, extend and support the implementation of lessons learned at the Academy. Participants were introduced to the Professional Community during their in-person sessions in New Mexico, and utilized the web portal on an ongoing basis as part of their courses, forums, and workshops. Participants also had the ability to access presentations, templates, case studies, and other resources from the portal, adapt them for their respective countries, and use them to extend what they have learned in their respective countries in order to gain buy-in and support from key local stakeholders. The web portal was also leveraged to create feedback loops such as web-based surveys, polls, and questionnaires to gauge knowledge retention, collect feedback on course content and quality, and stimulate ideas for future course topics. These mechanisms provided a very practical way to measure the success of the Academy as one part of the overall monitoring and evaluation plan.
