As a subcontractor to Tetra Tech DPK, Kaizen led the launch of the Rule of Law Council, a Professional Community (PC) / Community of Practice strengthening advocacy capacity of member legal professional associations and civil society organizations to advocate for citizen participation in judicial reform and citizen awareness. Using a practice-based participatory learning approach, Kaizen increased advocacy for rule of law and judiciary reform through cooperation, learning, and advocacy activities that support organizational engagement with citizens, official justice institutions, and other NGOs and LPAs.

The project required sensitivity to the political environment in Macedonia, in which reform-minded NGOs must walk a fine line between advocating for reforms and being seen as a negative influence to the status quo. To succeed, Kaizen regularly engaged our counterpart NGOs, recognizing that these organizations (and individuals) will continue to work and live in the environment, and are often the best placed to successfully maneuver in politically restrictive scenarios. Our work led to a strategic action plan for the coalition and supported implementation by identifying and facilitating concrete action and active monitoring. Kaizen also supported the Council to create citizen-facing advocacy campaigns leveraging the relationships of its members, as well as social and traditional media.
