The Kaizen Company, as a subcontractor to Deloitte, created a collaborative learning network for South Sudan government reformers, leadership, and high-level stakeholders. The network, comprised of Professional Communities (PCs) tailored to each PROGRESS objective, provided regular opportunities for leading South Sudanese government reformers to convene with colleagues, harmonize implementation, share best practices, and access thousands of reform support resources that can be tailored to the South Sudanese context as well as advice from reform experts around the world. These PCs provided a systematic way to implement performance improvement initiatives, from strategic planning to capacity development, and will improve the cohesion of diverse reform initiatives across South Sudanese institutions. The project invited Professional Community members to a regular series of in-person activities and events covering topics of mutual interest that members specified as high-priority, including policy-specific and organizational reform topics. Furthermore, Kaizen assisted South Sudanese government actors to identify critical governance reform priorities through the development and implementation of PROGRESS-wide self assessments and accompanying tools. Kaizen then supported the implementation of the prioritized reforms resulting from those self-assessments, and simultaneously built capacity of government and non-governmental organizations that are capable of supporting PROGRESS agencies’ key reform areas beyond the life of the project.
