Sorphoan Ear is the Finance & Operations Director for USAID’s Partnerships Incubator.
He has over 25 years of experience in managing, executing, and leading financial operational management; financial analysis, modeling, and reporting; financial system strengthening and capacity building; training, database management, implementation of enterprise resource planning financial system; and various other systems implementation. Prior to joining Kaizen, Sorphoan worked for USAID/Afghanistan for four years providing financial and audit management support to the Mission. Prior to this role, Sorphoan also worked with USAID/Cambodia for nine years as the Supervisory Financial Analyst. Sorphoan had first-hand experience with PricewaterhouseCoopers as an auditor, and with Mekong River Commission Secretariat as a Finance Manager before joining USAID. After his time with USAID, Sorphoan held various high-level roles with private sector companies including TCO Construction, LRS Henderson, and Botanic Construction.
As part of the Partnerships Incubator, Sorphoan provides leadership from capture to close-out using a full project management methodology, overseeing the budget, financial, and administrative activities while providing contractual, management, compliance, and technical oversight within U.S. federal government regulations. As the Finance and Operations Director, Sorphoan establishes and manages financial systems and operational protocols that enable transparency, accountability, and accuracy. Sorphoan holds a Bachelor of Science in Accounting and a Master of Science in Finance from the National University of Management, Cambodia, and a Doctor of Business Administration from the EU Business School, Switzerland.
