HICD Assessment of the Moroccan Ministry of National Education and Vocational Training

As the prime implementer of the USAID-funded Human and Institutional Capacity Development (HICD) project in Morocco, the Kaizen Company led a consortium of organizations to provide technical assistance in the area of HICD for educational reform. This project was a 13-month HICD analysis of the Moroccan Ministry of National Education and Vocational Training (MNEVT). Operating out of Rabat, the analysis informed the Ministry’s implementation of their 15-year reform entitled Vision 2030, particularly the components that will be supported by both USAID/Morocco and the Millennium Challenge Corporation (MCC). This activity contributed to the achievement of Morocco’s goal of providing high-quality education for all Moroccan citizens by focusing on human resource capacity, a fundamental component of the education system. The analysis was jointly funded by USAID/Morocco and MCC.

The Kaizen Consortium’s assessment approach reflects Kaizen’s HICD experience built conducting over 40 HICD assessments in government ministries and provincial offices across the Middle East since 2006. The Kaizen Consortium included the Kaizen Company (consortium lead), Al Akhawayn University in Ifrane (AUI), Creative Associates International (Creative), and Management Systems International (MSI). Our approach engaged MNEVT staff at every step to build genuine ownership of the assessment process, analysis outcomes, and Performance Solutions. In addition, our approach deliberately and rigorously integrated gender into instrument development, then tracked it throughout data collection, analysis, and solution development. This assessment is a critical step in bridging knowledge gaps and setting a strong foundation for successful educational reform.
