Rwanda HICD Program
In 2016 The Kaizen Company was selected as a subcontractor to Democracy International to support a mid-term performance evaluation of USAID/Rwanda’s Human and Institutional Capacity Development in Rwanda (HICD/R) Program. HICD/R is designed to improve the overall performance of Rwandan institutions, working with both government agencies and civil society organizations (CSOs) to improve internal learning mechanisms while also helping CSOs develop the capacity to manage the implementation of US Government development activities. HICD/R provided technical assistance, material support, and knowledge and skills transfer to selected organizations and reinforced ongoing reforms and development activities.
Leveraging our experience working on HICD programs similar to HICD/R, Kaizen worked with Democracy International to collect and analyze data based on program feedback from HICD/R project stakeholders. Kaizen specifically took a lead role in developing questions for key informant interviews and conducting focus groups. Kaizen then developed recommendations for the continued implementation of the program based on the resulting data.
