Advancing Early Reading and Mathematics in Jordan’s Public Schools

Across Jordan, Kaizen is promoted early education by developing parent engagement and community mobilization.

With youth making up 63 percent of Jordan’s population and approximately 1.6 million students enrolled in public schools, it has been the Kingdom of Jordan’s goal to provide children with a quality education. The government aimed to develop the basic reading and mathematics skills necessary for future success and equip students with the skills to solve the nation’s most pressing social problems.

Highlights

  • Trained 10,400 teachers and 1,800 principals
  • Engaged more than 40,000 volunteers and parents in community mobilizations
  • Developed content for 1,000 SMSs
  • Gained approval on 60 percent of submitted district improvement plans

Prime implementer RTI International, subcontractor Kaizen, and the Ministry of Education (MoE) built on the successes of the Early Grade Reading and Mathematics Initiative (RAMP), a nationwide effort to improve the reading and mathematics skills of students in kindergarten 2 through grade 3. In an extension of the program, RAMP II, Kaizen worked with the Ministry of Education’s Accountability Unit (AU) to develop and release a survey to AU assessors to gather qualitative data on the monitoring of community mobilization implementation and school and directorate improvement plans. This information provided insights and strategies to improve the institutionalization of school reports and monitoring of community mobilization implementation. Additionally, Kaizen worked with RAMP’s monitoring and evaluation team to widely distribute a survey to parents, teachers, and supervisors to better understand the impact of a short messaging service campaign that aimed to increase parent engagement in remote learning during the height of the COVID-19 pandemic.

Kaizen’s efforts achieved the following five outcomes:

  • Increased community and parent engagement in supporting reading and mathematics
  • Monitored community mobilization activities with the AU
  • Enhanced community engagement for accountability
  • Raised parents’ awareness regarding their role in child development and learning
  • Supported parents during e-learning

In part because of Kaizen’s contribution in RAMP II, Jordan’s Ministry of Education is better equipped to lead the participation of communities in educating all children in reading and mathematics and holding schools accountable for results.
