Evaluating the Konbit Cooperative Agreement

Kaizen assessed the progress of the Konbit Cooperative Agreement to identify what was needed to achieve intended outcomes in the project’s remaining three years.

Kaizen conducted a mid-term evaluation to support ongoing collaboration and learning for the Konbit project team based in Port-au-Prince, Haiti. The Konbit project was a five-year (2015–2020), USAID-funded cooperative agreement designed as a local solutions project. It aimed to strengthen local actors—and the systems in which they operate—as a critical tool in implementing more efficient and effective funding with more sustainable and impactful development results. The Konbit project was implemented by Papyrus, S.A., a local firm based in Port-au-Prince.

Papyrus selected Kaizen to conduct an internal mid-term evaluation at the end of the second year of Konbit programming. The evaluation was to assess the degree to which the Konbit Cooperative Agreement was on track—and identify what was needed—to achieve targets in the project’s remaining three years.

To conduct this evaluation, the evaluation team reviewed Konbit’s background documents as well as other relevant materials and conducted semi-structured, in-depth interviews with 35 key informants and stakeholders.

Kaizen then facilitated Konbit’s Year 3 Work Planning Retreat, supporting integration of the Konbit team’s prioritized findings and recommendations into the Year 3 work plan. As part of the discussion process during this retreat, Kaizen checked progress and further validated initial findings and recommendations. Through the evaluation and work planning retreat, Kaizen also provided guidance, advice, and strategic thinking to Papyrus as a local organization.
