Kaizen conducted a mid-term evaluation to evaluate capacity building in Rwanda and identify strengths and weaknesses to sustain achievements.
Kaizen was tasked with supporting the mid-term performance evaluation of USAID’s Human and Institutional Capacity Development in Rwanda (HICD/R) project, which aimed to build the capacity of government and civil society institutions in the country. To address the challenge of assessing progress and identifying key technical and management system strengths, weaknesses, opportunities, and threats, Kaizen developed questions, conducted interviews, and led discussions with focus groups. Kaizen also considered cross-cutting themes such as gender and sustainability in its forward-looking statement.
