Establishing and Maintaining the Global Law Enforcement Community of Practice

Kaizen established and managed the global Law Enforcement Community of Practice to support international law enforcement professionals.

Through three iterations of the program, Kaizen, as a subcontractor to BlueLaw International, established and managed the global Law Enforcement Community of Practice (CoP) to support international professionals who attended the International Law Enforcement Academy (ILEA) in Roswell, New Mexico, United States. The CoP extended learning beyond the academy through the ILEA-Roswell multilingual web portal. Law enforcement professionals engaged with each other and with instructors, leveraged presentations, templates, case studies, and other resources and adapted them to their countries’ contexts. Participants were able to remain connected to an international network of practitioners and professional peers after returning home.

Kaizen’s critical strategy was to create synergy between the in-person activities and online web portal, establishing the momentum necessary to build, maintain, and grow this CoP. Through the coordination and organization of these activities, the Kaizen team established the CoP within six weeks. In-person meetings in Roswell, online discussions, webinars, newsletters, and the development of original content by Kaizen—including video and podcasts—were invaluable tools in establishing and building the ILEA-Roswell CoP.

Through the community extension to international experts, partner organizations, and stakeholders, ILEA-Roswell CoP provided a powerful means to reinforce and support implementation of lessons learned at the academy. The CoP included about 1,100 law enforcement professionals representing over 50 countries in Sub-Saharan Africa, Latin America, and the Caribbean. The success of the project was highlighted by production of two ILEA delegate perspective videos published on the web portal addressing women’s justice and law enforcement issues and additional video content on a range of topics related to international law enforcement.
