Kaizen helped implement organizational development initiatives in Iraqi ministries to support administrative reform.
In Iraq, Kaizen partnered with Management Systems International to support administrative reform within the government and enhance service delivery to citizens under the Tarabot project. The goal was to empower teams of Iraqi government employees to identify and prioritize the reforms they wished to undertake and provide resources (such as training, technical assistance, and mentorship) to address those needs. Kaizen’s approach was based on the human and institutional capacity building (HICD) based Organizational Self-Assessment and Transformation Program (OSTP) framework, previously used on the Tatweer project and adapted to address the contextual needs of Iraqi public organizations under Tarabot.

Kaizen supported more than a dozen central government ministries and their provincial directorates to develop organizational development systems and structures that translate training and technical assistance into sustainable governance improvements and the capacity to manage self-development. Kaizen’s technical interventions aimed to build public management capacity and institutionalize HICD within its ministries. The team introduced the concepts of government performance assessment and ongoing, internally driven improvement and provided training in assessment to identify performance gaps and their causes; develop, plan, and implement performance solutions to address gaps; and measure and evaluate results.
Positive response to OSTP spurred demand for program expansion to additional ministries and geographic dispersal to the provinces. The Ministry of Oil created a permanent performance improvement unit in its headquarters that remains active. The overarching goal of Kaizen’s involvement in the Tarabot project was to foster the development of a sustainable and participative momentum for more effective and transparent government administrations focused on better serving the citizens of Iraq.
In 2012, Iraqi Minister of Displaced and Migrants Dindar Najman Shafiq signed an official order establishing the Organizational Development Department within the ministry. This program aimed to foster sustainable organizational development practices within the Government of Iraq by conducting workshops for central government organizations. Thanks to Tarabot’s streamlined HICD method, 10 organizations have already launched decisive organizational development initiatives, satisfying one of the program’s main objectives faster than under the previous project by about a year. The success set the stage for further growth into sustainable HICD practices under the program.
