Kaizen advanced citizen and civil-society participation in judiciary reform.
As a subcontractor to Tetra Tech DPK, Kaizen spearheaded the launch of Macedonia Justice Sector Project and the Rule of Law Council (ROLC) community of practice in Macedonia. The community was a broad-based coalition of nongovernmental organizations (NGOs) aimed at strengthening advocacy and citizen participation in reform of the judiciary sector and promotion of the rule of law. The project’s objective was to enhance the advocacy capacity of member legal professional associations and civil society organizations by leveraging a practice-based, participatory learning approach.

Recognizing the sensitive political environment in Macedonia—where reform-minded NGOs must carefully navigate advocating for change without being seen as a negative influence on the status quo—Kaizen regularly engaged with its counterpart NGOs. This approach helped create a strategic action plan for the coalition, identifying and facilitating concrete action while monitoring progress.
Kaizen’s technical interventions aimed to build public management capacity and institutionalize the coalition’s ROL advocacy and public communications activities, supporting the development and launch of a strategic action plan with SMART—specific, measurable, achievable, relevant, and timebound—goals. Kaizen also led the development of advocacy plans to increase citizen awareness of their rights, roles, and responsibilities within the judiciary system.
The project ultimately fostered the development of a sustainable and participative momentum for more effective and transparent government administration to better serve the citizens of Macedonia. The success of the ROLC and its advocacy activities contributed significantly to strengthening the rule of law in Macedonia and improving citizen participation in the judiciary sector reform.
